Law on Payment Services: A Quiet Revolution That Will Make Everyday Life Easier for Citizens
27.05.2026While major economic reforms are often discussed through complicated legal expressions and financial terminology, the essence of some laws is actually very simple — to make life easier for citizens.
That is precisely the purpose of the new Law on Payment Services, which is expected to soon be presented before the National Assembly of Republika Srpska.
At first glance, it may seem like just another technical financial regulation. However, behind its provisions lies perhaps the biggest modernization of the payment system in Republika Srpska in the last twenty years.
For ordinary people, this means less waiting, simpler payments, greater security, and far fewer complications in everyday financial matters.
Fewer Trips to the Bank
Modern life has long become digital, but the financial system has often remained slower than the actual needs of citizens.
For the first time, the new law seriously opens the door to modern digital services:
- mobile payments,
- internet transfers,
- electronic wallets,
- account management applications,
- instant payments.
Citizens will increasingly be able to complete transactions using their phones, without visiting bank branches, filling out paperwork, or waiting in lines.
At a time when people want speed and simplicity, this is precisely the greatest value of the law.
Easier Bank Switching
One of the most practical innovations is the possibility of changing banks much more easily.
Until now, changing accounts was often exhausting:
- standing orders,
- loan installments,
- salaries,
- bills,
- cards,
- everything had to be transferred manually.
The new system introduces clear rules requiring banks to cooperate with one another so that citizens can switch providers far more easily.
This means greater competition among banks, and competition almost always leads to better conditions for customers.
Greater Security for Money and Data
A special focus of the law is the protection of citizens.
At a time when online fraud, data theft, and card abuse have become global problems, the law introduces:
- stronger user authentication,
- additional security checks,
- mandatory reporting of security incidents,
- stricter data protection.
In other words, the financial system will have to become significantly safer than before.
Citizens will also receive greater protection in cases of unauthorized transactions or card misuse, which is especially important for online shopping and digital payments.
Cheaper and Faster Payments
One of the most important effects of this law could be the gradual reduction of payment transaction costs.
The law opens the market to new participants — so-called payment institutions.
This means payment services will no longer be reserved only for traditional banks.
New financial technology companies will emerge offering:
- online payments,
- digital transfers,
- mobile applications,
- modern methods of sending money.
When there are more service providers, users benefit from:
- lower fees,
- faster services,
- higher-quality applications,
- better customer support.
Moving Closer to the European Payment System
The law is also important because it brings Bosnia and Herzegovina closer to the SEPA European payments system.
For citizens, this could eventually mean:
- easier receipt of money from abroad,
- cheaper international transfers,
- simpler online shopping,
- faster payments to European Union countries.
For people working with foreign clients, having family abroad, or doing business with European markets, this could represent a major improvement.
A Law That Will Hardly Be Noticed — But Will Be Felt
The most important reforms are often not the ones that create major political noise, but the ones that gradually change people’s everyday lives.
Citizens will probably not read the articles of the law or follow the technical details of financial regulations.
But they will feel:
- faster transactions,
- fewer complications,
- safer payments,
- easier use of banking services,
- more digital opportunities.
And that is precisely where the true significance of the new Law on Payment Services lies.
It represents an attempt to finally make the financial system of Republika Srpska keep pace with modern life.
